NC State Fair Paso Fino classes and entry information is planned
for the September issue of PFHW.
We look forward to this show growing each year with more quality
horses, number of entries and enthusiastic exhibitors who love
showing off their horses to a crowd of interested spectators,

rider with the most hours at the end of each year.
From the September 2006 President's message:
You each will have the opportunity to share your ideas and give
your suggestions at our upcoming membership meeting in November.
I encourage you to attend since this will be the main planning
meeting for the 2007 association year. While our officers always
consider the members wishes whenever possible, they cannot be
mind-readers and shouldn’t be blamed after-the-fact if something
is done that the members don’t like. In short, get involved
or don’t complain!! The November meeting is an election
meeting for officers and one director (see the biographies on
this page) for the next two years and I’m sure they will
appreciate your support and encouragement. According to the by-laws
changes approved last year, the new officers will start their
terms at the conclusion of the meeting. At this meeting we will
also discuss the candidates for the upcoming national PFHA elections
to be held in January 2007. I am inviting the candidates for national
offices to attend the meeting, or to at least send personal information,
so our Piedmont members can meet and discuss each candidate and
direct our board delegate how to vote. The 2007 Piedmont PFHA
Budget will need to be discussed and approved at this meeting.
After the meeting will be the Awards Banquet where silver trophies
will be given to all the High Point winners from the 2006 show
year and to winners from the Open Competition Program as well.
Please exercise your right as a Piedmont member to attend the
meeting and make your opinions known.

Piedmont PFHA Candidates
Robbie Davis
Candidate for President
I have been a member of Piedmont since 1985 when Chris, my husband,
and I were first introduced to this wonderful breed through Fred
and Edna Moretti. I have shown off and on through the years and
have volunteered for Piedmont as show secretary, secretary, treasurer
(3 terms), Password editor, Futurity chair and a number of odd
jobs to fill in as needed. I have agreed to run for President
for the upcoming term. I look forward to meeting those of you
whom I do not know and working with ALL of you. We are a volunteer
organization and we will need the volunteers to fill various positions
and help us operate. We have had great success with the trail
rides, shows, youth programs….many thanks to the board and
committee chairs: Milda Minter, Lynn Gallup, Rita Magaha, Lauri
Pistolis, Ann Furr, Shaw Laney, Candace Link, Bill Kerns, Dwight
Graber, Kathy Williams, Ingrid Ruppalt, Jeanne Griggs, Lori West,
Marcia Carrico and the many other volunteers that help out to
keep us running smoothly!
I would like to build on the programs that the previous board
has started and expanded – shows, trail rides, open show
high points, clinics, marketing, newsletter etc. We have a WONDERFUL
organization! Please contact me with any ideas that you have and
would like to see Piedmont implement. Email: ElPorvenir@aol.com
or by phone 704-895-4071.
Rita P. Magaha
Candidate for Vice President
Rita Magaha, wife, mother and grandmother, has been riding, training,
showing and selling Paso Fino horses since 1982. Rita has been
a member of Piedmont and the National Association continuously
since 1982. She and her husband, Mac, were show chairmen for the
Asheville, N.C. show for nine years beginning the year that it
opened. She was co-chairman or chairman for four National shows;
1985, 1987, 1990 and 1992. While actively training, riding and
showing she still found time to serve on the National Board in
the capacity as Secretary and Vice-President. In Piedmont, Rita
has served in many positions on the board and helped in many areas
of the shows. In more recent years she has served the Asheville
show by coordinating the vendors and Piedmont by serving as Secretary.
Rita has expressed the willingness to continue to serve on the
Board and would like to be elected as Vice-President. She pledges
to work closely with the Show Chairmen and assist them in the
tremendous job that they have volunteered to do.
Robbyn Young
Candidate for Secretary
I became involved with Paso Fino horses at the age of
5, and began showing at the age of 8 and haven't stopped since.
The Paso Fino has become a lifelong passion, which has afforded
me many unique and unforgettable experiences. I was employed as
farm and stallion manager for two world reknown Paso Fino breeding
farms in Florida, where I was responsible for client relations,
stallion breeding sales and management, horse sales, farm marketing,
book keeping and daily farm activities. Later I was employed as
marketing director for an International Paso Fino Magazine, where
I was responsible for new client sales, ad design, article material,
editting, and international marketing. I relocated to North Carolina
two years ago, and am now managing partner of Infinite Equine
Solutions, a Paso Fino training and marketing business located
at El Cardenal Farm in Mooresville, NC. We currently manage 30
Paso Fino horses for show, trail, breeding and sale. I am a licensed
Certified Judge with the Paso Fino Horse Association, and most
recently was an Assistant Coach for Team USA at the Youth Mundial.
Bill Kerns
Candidate for Treasurer
I have been a member of the PPFHA Board of Directors for the past
three years and served as Chairperson for the Carolina Classic
the past two years. My background includes the ownership of a
property management firm that managed over 20,000 condominium/homeowner
association units in South Florida for over 25 years. I have also
served on several not for profit boards and most recently served
as the Finance Chairperson for the Transylvania Vocational Services
organization. I believe very strongly in maintaining a sound financial
reporting process and I look forward to further serving our association
as Treasurer.
Lori West
Candidate for Director
Lori has enjoyed owning Paso Fino horses since 2001.
Raised in Athens , Georgia , Lori has a B.S. in Pharmacy from
the University of Georgia . Lori is the volunteer News Coordinator
for the Paso Fino Horse World column, as well as a member of the
PFHA Communications Committee. Showing horses is a full time commitment
for Lori, who also enjoys trail riding, clinics, and raising Paso
Fino horses. Opportunities to learn more about riding and the
horses, as well as encouraging and helping those new to the breed
are favorite pastimes. Lori also enjoys time spent with their
Labrador Retrievers and Newfoundland , playing fetch in the pond.
Lori’s true love is time spent with horses and shared with
her husband, Greg. Lori and Greg reside in Leicester , NC , with
24 acres known as Echo West Farm.

Top 10 Sire News!
Ponderosa Coloso has finished in the number five position
on the prestigious Top Ten Sire list for 2006. Team Coloso
has rallied around this great stallion's offspring following his
passing in December 2005 proving his legacy will continue for
many years to come. Congratulations to Paul "Woody"
Mercer, Bill Minter and all the members of Team Coloso on this
accomplishment!
Salute to Ponderosa Coloso! Team Coloso came
away from the National Show in Perry Ga. with heads held high
following another great nationals. Coloso's Musica backed up her
2005 Grand National Pleasure Championship with the Reserve Grand
in 2006 ridden by Shaw Laney. Other highlights were in the Bella
Forma Fillies/Mares classes during the week with a sweep in the
yearling and Breeders Sweepstakes classes by Coloso's Mia as National
Champion. Team Coloso also swept these classes in 2004 and 2005.
Both the National and Reserve National titles were obtained in
two year old fillies. Coloso's Serafina won the Reserve National
title in three year olds and was the third place Grand National
Champion in the finals. The mares division was very tough as always
with third and fifth National Champion ribbons being awarded.
Specialty classes were also good as Ponderosa Coloso won the Get
of Sire class for the fifth time in a row. Also congratulations
on the National and Reserve National titles in Produce of Dam
for the second straight year. ... Dwayne Tilley

PFHA
Committee Report Highlights for the October 2006 Board of Directors
meeting
Executive Committee: The Executive Committee
has discussed the complaints of two owners of horses in the 2006
Fabulous Futurity classes. Both owners contend that at the 2005
Futurity auction, more money was guaranteed than awarded in the
2006 classes. Another part of the issue is that the announcer
in the 2006 Fino Futurity class stated that the winner would be
awarded $20,000. The Board will be asked to make a decision on
how we handle this issue. More information will be provided at
the meeting. The Executive Committee has discussed the renewal
clause of the Executive Director's contract. Be prepared to vote
on the renewal of the existing contract at this meeting.
Finance Committee: Motion - to approve implementation
of a 5% service fee for use of credit cards as payment for any
and all fees associated with the National Show, the Horse Sale
and the Futurity Sale. Credit cards may be held as security if
desired by the exhibitor until payment by check can be made by
the exhibitor upon arrival at the National Show. Net expected
reimbursement (or reduction in expenses) for credit card merchant
fees is $12,000. Motion - to approve implementation of two new
show user fees; an amateur show fee ($15 annually) and a professional
show fee ($100 annually); total expected annual income is $34,990.
Motion - to approve 2007 Budget.
Futurity Committee: Participation in the Breeder's
Sweepstakes was up this year. There were 9 fillies showing and
15 colts for the purse of $22,521.69. Paul (Woody) Mercer donated
a beautiful trophy in memory of his stallion Ponderosa Coloso
whose offspring have been very successful in the Breeder's Sweepstakes
classes. The trophy is awarded to the stallion whose offspring
win the most money in the classes. Ambar del Ocho owned by John
King won the trophy. A plaque will be sent to him and Ambar's
name will be engraved on the trophy to be displayed in the PFHA
home office.\line The 2006 Stallion Auction is off to a good start.
Over $28,000 in stallion services were sold at the show. The remaining
services will be auctioned on a first come, first serve basis
until March 1, 2007. There are still many good stallions remaining.
Motion - include geldings with the colts in the Breeder's Sweepstakes
class. The class will be renamed to the Colts and Geldings Breeder's
Sweepstakes.
Historical Committee: A meeting was requestd
by Rosalie MacWiliam to be held in Asheville, N.C. on June 24,
2006, in the conference room of the North Carolina Agricultural
Center during the annual Piedmont Show. This meeting proved to
be very productive in that Rosale will be writing the history
from the onset of A.P.F. up to and including the formation of
P.F.O.B.A. The offical history will include archives, snippets
and stories determined by the committee to be important to the
historical aspect of our Association. Photographs in our archives
will also be included as well as those donated by our members.
We're still in the process of requesting material in the form
of photos and printed matter from the membership. Please feel
free to contribute. Members of this committee will be called upon
in the near future to peruse photographs in the central office
to determine what will be used in the book.
Nominating Committee: The following have agreed
to run:
PRESIDENT: Larry Johnson, Robin Ratliff
VICE PRESIDENT: Tony Coleman, Ed Smith
SECRETARY: Monica Abreu, Sue Niebling
TREASURER: Clayton Fell, Angel Usategui
Registry Committee: A meeting of the Registration
Advisory Committee was called for on May 26, 2006, in Kissimmee,
Fl. to discuss rules changes regarding cloning of horses. The
members who attended discussed the aspect of cloning and the adverse
affect it would have on the registry and this Association. Based
on the unanimous opinion of the committee it was determined to
submit rules changes to prohibit the registration of cloned horses
with the Paso Fino Horse Association. These rule proposals would
be voted on in January 2007, at the BOD/Membership Convention
in New Orleans, La.
Youth Committee: The youth Committtee's members
will be assigned a set of regions. We will work together with
each region to try to establish some of the ideas the committee
wants to implement. Some of these ideas are: Clinics that are
hosted by a local farm in your area; creating youth sanctioned
shows expanding our existing classes to encourage our youth to
participate in other divisions; we want to look into finding a
sponsor strictly for youth programs and activities; we want PFHA's
Judges and Steward's and education committee to allow youth classes
to be part of their annual clinics to clarify some of the rules
in the equitation division; we will have a monthly section for
our youth in the PFHW; we hope to develop a youth section for
our youth in the PFHA website. A Paso Fino horse was donated again
for our youth By Azur Paso Finos. This horse will be raffled to
children who can not afford a horse in the month of December as
a Christmas gift.

What a wonderful treat for our Open Show program to have Lori

exhibition of the best of our breed. Julio and Karen Rua also
proved what tough competitors they are in a very demanding work

Piedmont's Website Ranks High in the Top Search Engines
Have you got a Paso Fino horse to sell or a stallion at
stud and need to get the word out to people who might be interested?
Doing a search where www.piedmontpasofino.org would be ranked
when typing in the key words: "paso fino horses NC"
came up with excellent ranking results in the Internet's top search
engines. MSN had it listed as 3rd on page 1, Google had it listed
as 5th on page 1, and Altavista had it listed as 12th and still
on page one. Considering Piedmont doesn't pay for any priority
listings, these are exceptional results. Many surfers will not
go past the first page in doing hits. Piedmont's website fell
on the first page of these widely used search engines. Now
is the time to get your Piedmont website classified ads in for
the next month. The ads stay online for an entire year.
Don't miss out on this Internet advertising opportunity.
The rates are very cost competitive compared to other horse sites.

Southern
States Feed Program
Southern States still gives Piedmont money back on every feed
bag coupon that is sent in and for bulk deliveries, which supports
the Piedmont Futurity. If you feed "bag" feed, please
take the time to clip the coupon (in dotted lines) off the back
of each bag. Piedmont gets $.25 for Legends or Equitech
bag and $.10 for every Reliance bag coupon submitted.
Piedmont also gets credit for 50 lb. for bulk deliveries, so save
the pink weight slip. All coupons and weight tickets can be turned
in any time to Milda Minter, by mailing or giving them to her
at any Piedmont event. Thank you for taking the time to support
the Futurity through this program.

PFHA and Country Supply
Recently I was ordering supplies from Country
Supply online and discovered that they have a "donation
program" called Country Care, which donates a portion of
a customer's payment to a non-profit group of the customer's
choosing. So, I signed up the Piedmont Futurity as the non-profit
group we can contribute to. We will get up to 5% of purchases
back (excluding dewormers and shipping costs), much like a Discover
Card gives cash back.
In order to participate, all you have to do is make an order
with www.countrysupply.com
and after you put in your credit card information, you will
see a box for "Country Care Code."
In this box you should type Piedmont Futurity"
written without a space between words. Country Supply will tally
our corresponding purchases and send us a check monthly to benefit
the futurity program.
Any of you who have shopped through Country Supply probably know
that their prices on grooming supplies, barn tools and supplies,
and horse care items are the best around. Please consider using
them if possible and remember to type "Piedmont Futurity"
as your Country Care Code. Pass this along to any of your friends
who shop for horse supplies and ask them to help us out by shopping
at Country Supply.
Many thanks, Milda Minter

Trail Ride Requirements
You must be a Piedmont
member or Trail Ride Member, and contact the Trail Ride Host
prior to Trail Ride deadline to participate.
PFHA Trail Ride Calendar
The Trail Ride Calendar
for 2006 includes all our favorite places to ride, plus a few
new and exciting additions. Our goal is to offer rides in different
areas of our Region so that all our membership can participate.
Suggestions for locations are always welcome, so if you have
a favorite place you would like to see us ride, please let me
know so it can be added to our Calendar. Your trail ride chairman
and trail bosses are planning wonderful rides all around the
region. Our attempt is to have one ride per month.
We are putting together
a clinic on trail safety, trail training, and competitive trail
riding. For those that are new to our Association, we try to
offer rides to accommodate the needs of all our riders. Trails
are selected for location and terrain that is geared toward
the gaited horse. To ensure the enjoyment of all the riders,
Trail Hosts generally lead two groups, those that prefer a slower
pace and one for those that prefer a faster pace. The main goal
is to arrive for lunch at the same time to enjoy fellowship
with other riders.
The Trail Hosts
listed on the Calendar of Events have
graciously accepted the responsibility for leading rides
at locations they often ride. If you plan to participate in
that ride, you will need to contact the Host so they can obtain
a head count for the ride and food. Some rides are in locations
where food is not nearby and will require you to pack a lunch.
If the ride requires a packed lunch, your Trail Host will inform
you to bring your lunch, a dish for potluck, or tell you food
is provided.
If you plan to participate in a Piedmont Ride you must be a
Piedmont member. Membership is an insurance requirement for
designated Piedmont Rides. For non-members and/or members that
may have guests that want to come ride, we do offer a one-time
Trail Ride Membership for $10.00 per person You must contact
the host with your name(s) of the people riding and a telephone
number where you can be reached. Your Trail Host will need this
information to verify your membership and so you can be contacted
in the event the ride has to be cancelled due to weather or
other reasons.
Trail
Etiquette
Be a courteous trail rider. If you horse kicks, please tie a
red ribbon its tail so others will know to stay clear. If you
are riding a stallion, please ride in front of the group so
as not to annoy mares. Do not run up on horses from behind trying
to catch up or take off in front without warning those around
you first. Pay attention to your Trail Host instructions! Remember,
you are there to make sure everyone has a good safe ride.
Ideas
for Trail Ride Involvement
If you know the trails at the host location, offer to help your
Trail Host lead a group. Often we have those that prefer to
go slow or are on a young horse and prefer a smaller group.
Also, if we have more than 10 horses, it is nice to split into
smaller groups to ride and meet back at an allotted time and
location. Coordinate with you Host to help lead a group.
Offer to help with food: Not everyone rides or prefers to ride
as long as the trail may be. If you are a short-ride person,
or a non-rider who has tagged along to enjoy the day, ask your
host what you can do while the others are riding, volunteer
to set up tables, pick up ice, drinks and food.
Things you need to bring: Lawn chairs. Shovel and/or poop-scooper.
Leave no trace at all facilities so we may continue to ride
there.
We have some new and exciting places to ride this year. Hope
to see you there. Happy Trails!
Candace Link, Trail Ride Coordinator, (336) 940-2936 pasolink@msn.com.
PFHA
Trail Rides
If you know of any trail rides your region is sponsoring, tell
your region you want them submitted to the PFHA. If they are submitted
to the PFHA they will be listed on the web site, in the magazine,
on E-News and in Association information packets for FREE. That
means more people will attend and if you would like to participate
in other trail programs provided by the PFHA (Ticket to Ride,
Pleasure Trail, Endurance Trail, Competitive Trail) you can use
these rides as sanctioned trail rides.

Ticket to Ride PFHA Program
The Ticket to Ride is completely free to participate in for
PFHA members. Members will complete a "ticket", which
can be downloaded from the PFHA website or requested by contacting
PFHA. Once the ticket is complete it is returned to the PFHA
to be eligible for drawings that will take place at the Grand
National Championship Show. You do not have to be present to
win. You must be a member of the PFHA at the time of all rides
and at the time of the drawings.
A member can complete as many tickets as they wish. The more
tickets a member completes the better their chances are for
the drawing. The tickets will be held at the PFHA until time
for the drawings. The ticket has five spaces to have completed
before the ticket can be returned to the PFHA. Every time you
participate in a PFHA sanctioned trail ride it will count for
two rides. A non PFHA sanctioned ride is worth one ride. You
may use organized trail rides (must have a Ride Manager and
be advertised) or any other event you participate in with your
registered Paso Fino. Backyard pleasure riding/exercising can
not be used for the Ticket to Ride program. Have the ride manager
initial the spaces and sign off on the back of the ticket.

Last year we had Pasos shown in the Cross Rails class, a
couple of the English Equitation classes (a few first places there
by the way!), Pole Bending and Barrel Racing. However, classes
19 and 21 (which are Saddle seat classes) are the two that are
predominantly, some months exclusively Paso Fino now! It
really is a great show for beginners, students, as a "dress
rehearsal" show for young or green horses, or a fun and inexpensive
way to show in a very relaxed, family atmosphere! We hope to see
lots of Piedmont Paso Finos at the next how! ...Jeanne Griggs

PFHW has a New Publisher starting with the April 2006 Issue
The Paso Fino Horse Association is delighted
to introduce to you Associated Publications Corporation
(APC) of Bartow, Florida as the new publisher of the Paso
Fino Horse World. The Paso Fino Horse World has been published
by Southern Publishing Company of Meridian, Mississippi
for sixteen years starting in July of 1990, nearly thirteen
of those years have been on my watch. I have seen the magazine
grow from just a few pages to an average of 120 pages per
issue along with a marked improvement in the quality of
the articles and print. Therefore, it is with real mixed
emotions that I inform you the Paso Fino Horse World magazine
will no longer be published by Southern Publishing. The
Association has had a great run with Southern Publishing,
starting with Ms. Thelma Thompson as Editor and Publisher
followed by Ms. Tracy Thompson (Bourgeois), Mr. Jim Bourgeois
as General Manager; more recently Mr. Pete Willis as Advertising
Director and Ms. Stephanie Dunkin as Editor. These folks
have gone the extra mile for the PFHA, growing and improving
the Paso Fino Horse World magazine along the way. The Association
owes them a great big THANK YOU for their hard work and
dedication.
Starting with the April 2006 issue, ASSOCIATED
PUBLICATIONS CORPORATION (APC) of 495 East Summerlin Street,
Bartow, Florida 33830, phone: (863) 533-4114 will publish,
edit and print the Paso Fino Horse World. APC is a very experienced
and professional group which currently publishes three other
monthly magazines. The PFHA has done business with Bartow
Printing (APC’s parent organization) for over fifteen
years and they have always produced quality work. Your new
contact for advertisement in the Paso Fino Horse World, at
APC, is Mr. Larry Jordan. Larry may be reached at the above
phone or via e-mail at: ljordan@barpr.com
. Please do not hesitate to call him. Ms. Stephanie Dunkin
will remain as the Editor of the PFHW. She may be reached
at (205) 283-6893 or e-mail: stephd@pasofinos.com.
This move was necessary to provide the membership with the
best possible services at a fair and equitable cost. We have
taken steps to minimize the effect of this transition. Again,
Ms. Stephanie Dunkin will continue to edit the magazine and
Mr. Larry Jordan will handle the advertisement. Also, if you
have any questions or problems please do not hesitate to call
the PFHA office at (813) 719-7777. I am confident you will
see significant improvements in the PFHW, with increased articles
and increased color content and, that APC and Mr. Larry Jordan
will do everything in their powers to provide you with quality
advertisements. If you have any questions or problems please
do not hesitate to call the PFHA office at (813) 719-7777.
Sincerely,
C.J. Marcello, Jr.

USEF Safe Rule Changes at Recognized Competitions
Lexington, KY - Consistent with one of the primary missions of the
United States Equestrian Federation, which is to ensure the safety
and welfare of both horses and riders, two important rule changes
were approved at the annual meeting of the Board of Directors held
in Louisville, Kentucky on January 16th, 2005. These changes should
significantly contribute to safety at recognized USEF competitions.
They involve the operation of motorized vehicles on horse show grounds
by minors and the standards for safety helmets to be used in jumping
competitions.
The first change was to rule GR301.5.a. The Board voted that beginning
April 1st, 2005 minors who do not have a valid driver’s license
which allows them to operate a motorized vehicle in the state in
which they reside, will not be permitted to operate a motorized
vehicle on the grounds of a recognized competition. This
includes, but is not limited to, golf carts, motorcycles,
scooters and farm utility vehicles. Penalties may include
exclusion of the child, parents, guardians, and/or trainers from
the competition grounds for the remainder of the competition and
charges being filed against any of these individuals in accordance
with Chapter VI. (Wheelchairs and other mobility assistance equipment
for people with disabilities are exempt.)
The second rule change unanimously passed by the
Board was GR318 which pertains to the use of approved safety
helmets by everyone, juniors and seniors, competing over fences.
The Paso Fino Horse Association requested that the Board add to
this rule that approved helmets be worn in all Paso Fino classes
requiring jumping, and by all sub-juniors (exhibitors under 12 years
of age) at all times when riding on the competition grounds of a
Paso Fino show. The Board approved this addition.

North
Carolina Horse Council News
NEW.
The 2006 North Carolina State Fair ... Our Land, Our Legacy Exhibit
The
North Carolina Horse Council has again been invited to participate
in the “Our Land, Our Legacy” exhibit during the State
Fair. The objective of the exhibit is to use informative and interactive
materials to educate fair attendees on farmland preservation in
North Carolina, with an emphasis on preserving and maintaining
profitable family farms.
We will be returning this year with our exhibit which includes
a model farm set-up, complete with barn, horses, pasture, riding
arena, trick and trailer, etc. We will also have some actual size
saddles, hay and grain samples and other tack and grooming supplies.
In addition, we have a small toy horse that children can ride.
We will be giving away to all attendees an educational coloring
book. There will be one computer with a powerpoint presentation
running and a second computer setup for internet access to the
NCHC website. Brochures
and other information will be available to hand out to all fair
goers.
The
NC Horse Council views this as an opportunity to market our programs,
increase membership and improve the citizens of North Carolina’s
knowledge about This is where you come in! We need NCHC Board
members to help staff this exhibit. Come be part of this effort
and help us showcase the NC horse industry. All you need to do
is call the office at: 854-1990 and let us know when you would
be available. The dates for the fair are: October 13 through October
22, 2006. The shifts are from 9 am to 3:30 pm and 3:30 pm to 9:45
pm. We will provide you with talking points and other materials
to assist you. It is our goal to have at least three volunteers
during all shifts.
If
you have addition question, please contact Sue Gray at: suegray@nchorsecouncil.com
or 919-854-1990. We look forward to hearing from you…this
is a great way to get more involved with the Council and to meet
other horse people from throughout the state. And don’t
forget…either before or after your shift…you can enjoy
the wonders of the North Carolina State Fair!

like Rabies (spread by wild animals, vaccinate once a year); Sleeping

Interstate
Health Permit
Horse owners who frequently travel out of state with their animals
for horse shows and festivals can take advantage of a new agreement
between the Southern states that will eliminate the need to obtain
monthly animal Health Certificates. The agreement between Alabama,
Arkansas, Florida, Georgia, Louisiana, Mississippi, North Carolina,
Oklahoma, South Carolina, Tennessee, Virginia and West Virginia
will allow horse owners to apply for an Equine Event Permit that
will be good for up to six months in any of the listed states.
Some states had reciprocal agreements in the past, but this is
the first agreement of its kind in the South.
To receive a permit, North Carolina horse owners
must send proof of negative Coggins test and Certificate of Veterinary
Inspection along with an application and a $5 processing fee for
each animal to the NC State Veterinarian. Owners must also submit
proof of permanent identification, which includes tattoos, brands,
microchips or digital photos showing the left and right sides, as
well as a frontal view, of the horse. The issued permit will be
good for six months, unless the Coggins test expires beforehand.
Owners will still be required to carry the Coggins information and
original Health Certificate with them when they travel. Owners will
also be required to travel with a microchip reader if the equine
is identified by microchip.
The application and more information about the
Permit can be downloaded at the NC Department of Agriculture and
Consumer Services’ Veterinary Division website, www.ncagr.com/vet/
or by calling (919) 733-7601.
